The highlights slider increases the brighter areas of photos. The whites slider increases the brighter parts of the photos in a slightly different way. It prevents the brighter areas from becoming blown out, which means the area becomes solid white. Since they act in slightly different ways on the lighter parts of the photo it gives you more options when editing the photo.
